For me. I can be a contract for the govenment, managing, repiaring... You need think how to catch the oppertunity.

For the first approach, I believe it discriminates small investors, and will incur loss to the government since they have to sell it cheaper in packages. That will not happen.

The second approach is likely, which is nationizing the REOs.
