board 一般都是袒护HOA manager的。他们是一丘之貉。

我去申诉过，board根本不听我的。

HOA manager对出租房特别“关照”，是很普遍的现象。board都是由Homeowner（住在那里的人）把持的。住在那里的Homeowner仇视出租房的地主，通过HOA找茬，也是很普遍的现象。
