花20万，把房子抬高10尺，干不干？

2004年，特拉华河水咆哮，淹没了新泽西和宾州两岸。很多房子浸在水中。没有洪水保险的，损失不小，但政府有补助，所以也没有多大实质性的损失。有洪水保险的，保险公司赔的钱，还有富裕，发了点小财。

现在，政府心生一计策，让人家把房子从foundation抬高10尺。花费起码在10万以上，按房子大小，平均的一般房子，要20万。政府补助90%，自己出10%。

如果自己付100%，花20万，把房子抬高10尺，大概没有人会干。但是如果自己只花2万，把房子抬高10尺，还值得干吗？
