agent可以和客户同时对一套房子下offer吗？

如果agent也是一个投资房子的人，他可以和同时对一套房子下offer吗？还是必须disclose这个信息给他的客户？还是绝对不可以？

曾经offer了一个多家庭，但是没有抢到，后来和agent聊天，才知道他也下了一个offer,也没有成功。听了以后，心里不太舒服。觉得做了垫脚石
