I have an idea

you buy a house or complex 3-5 miles off campus and try to get international students especailly those from China.

those kids have money.　the first thing they do after they come here is to buy a car (I experienced a few).so 3-5 miles is not a problem to them.

if you can do that, you elimate the competation. (just don't tell others). hehe...
