Industry pollution is different from "三峡库区是一个重金属集中的地区"

It is very rare for heavy metals in its naturla forms (including oxidies) to have water solution and harm people.

All of the issues you mentioned comes from industry and garbage pollution.   It is barely related with 三峡 itself. 

It is not water level increasing causing the problem.  It is the "expouse surface" increasing making the pollution issue more seriously.
