You need good evidence to show the seller knew the flood and did not disclose it when sell the house.  Try to send them a letter for that first. Get their response, and go from there.  Get some legal advice locally if you can.  Talk to neighbors if they have any ideas.  Have a contractor analyzing the demage to see if they can estimate when the flood happened.
