it is "preliminary notice to owner"

It is not lien (yet), it said "this notice to owner may result in a lien against your property unless all those supplying a notice to owner have been paid". Therefore, my question is if the title company make sure the builder pay off it, there should not be any lien (I hope), right? Thanks very much. I feel pretty bad for this unexpected.
