In Canada, the property tax

is some percent of the house price, it is decided by the appreciation or depreciation against average price. If your property appreciates less than average, the property tax will go down, otherwise, your property tax will go up. In general, 1m house in Greater Van (not sure in Toronto) may only pay $3000 tax per year (depending on which city) if owner occupied.
