mold will always come back if there is constant moisture

remember, mold is everywhere, if there is a water source present, there will be mold, so what you need is to find out why mold keeps coming back, if the basement is humid, you may want to put a few dehumidifiers and fans around, try to suck all moisture out of the air.

household bleach, not the new fancy kind, just regular 5% concentrate chlorine bleach, will kill mold on contact, cheap and effective. you need to treat all wood lumbers and concrete floor.

first thing you need is a good respirator or face masks, I recommend get a 3m reusable respirator, you can buy it at sherwin williams, or most hardware store, the smell of bleach on mold will make you sick. you can also try use a 2 gallon sprayer, make the job easier, and spray regular bleach on all effected area, do it few times..
