请教班主等各位地主, 我该付这笔费用吗?

我去年夏天short sale 买了一个投资房.

上个星期收到city的信, 要我们限期修好水阀,(从街上的大水管到我们楼的那个水阀), 水阀在地下很深的地方, 必须请专业plumber来做. 我们问了两家, 开价$2500--4500.(根据挖开后的情况而定)

我们现在发现事实上在去年初city就通知过原房主修, 但他没理,(估计那时他也是自顾不暇了吧) 而我们买房时做梦也想不到地下还会有问题.

我现在想问, 我该付这笔钱吗? 以后又如何避免类似情况呢?
