the situation depends how bad the flood was, and condition of your property and what type of tenant you have.

if you got a couple inch of standing water, yes you should replace the carpet, but if only a small area, after you dry the carpet and floor, there should not be any problem.

so answer to your question is.

1. you need to dry the carpet and floor using fans, or blowers.

2. the reason we use bleach is it kills bacteria and odor from bacteria.
