Yes, it's written in lease, renter is responsible for utilities, water, garbage/recycling, cable and phone payments. We as landlord pay HOA and yard maintenance. For some old properties, HOA includes water and garbage, so landlords offer to pay them. However, my rental property is in a newer community, and I have checked most advertisements in the area, they don't include water and garbage in rent.
