请问各位老地主，怎么应付这样的恶房东（替朋友打抱不平贴）

一个中国短期来进修的朋友，租三个月短期，房租是一次付清的。大概住了一个月，发现烟雾报警器和二氧化碳报警器都不工作，她报告房东，让房东修。房东不仅不修，而且回信说她无理取闹。
现在过去一个多月了，还是没修，还是不工作。我们都认为这样很危险，让她再去找房东。房东歇斯底里，威胁让她搬走。
他们是有书面短租合同的，说这些是房东负责修，如果房东不修，她可以要求refound。现在房东如此无礼，请问她该如何争取自己的利益？
这事很过分，我们听的人都气啊
