sometimes, individuals are important, but that's the combination of many things. Such as Deng Xiao Ping was important.

But having 1000 scholars is nothing for a huge country like China to shape it trends in 10 years. Not to mention that scholars are not even more valuable than a local entrepreneur in any small town of China.
