请问 is $18681 for tax on closing cost normal or too much

先谢谢了， one lender put $18681 under " government recording & transfer charges". Recording fees, $165, city/county tax/ stamps: $4016, state tax/stamps: $12000 and real estate taxes on lot: $2500. Is it too much? 找不到好的lender. Those are the builder preferred.
