The main reason is that banks are not approving loans to those shops to buy silver. With limit cash on hand, they cannot buy from you then sell them to a manufacture. Manufactures are not buying physical silvers also, they tend to buy silver mines then silver itself. Refiners also stopped buying.
If you end up selling it, you won't get the spot price. You will get somewhere $20 under spot. 有价无市。
