因娃子计划就读Washington University in St. Louis (WUSTL)， 为了节省开销，希望能够买学区房。诚请坛友不吝赐教：
（1）非美国公民可以买美国的白菜房吗？
（2）如果可以，可以从美国金融机构贷到款吗？
