Being unable to turn further does not mean turning off completely. I believe the faucet is broken. It is easier just to replace than to repair. If you can find the brand and model, go hardware store to buy a new one. Otherwise, turn the upstream switch off (if you have one) or main switch off, drain the water supply system, remove old one, bring to store to get a similar one (also get some Teflon tape). Make sure when you are done and ready to turn the main switch on, have someone else with cell on to do it. In case you get leaking on the new faucet, the person can turn the main switch off immediately.
