It seems that you start to run a bussiness of your knowledge. Then you need to consult a lawer to make sure you are not breaking any laws or have any liability issues. 

Otherwise, it is very risky in the US. If you are in China or offshore, you might be fine.

But US is a highly regulated country especially about Finance.
