大拿们请帮我解解惑：政府为什么要规定贷款时要appraisal？

政府不是都有assessment吗？也要求我们业主按assessment value来缴税。既然那个assessment可以做为缴税的依据，应该说它是反映value的。assessment是年年调整的（起码我们这里是，不知道是不是全国都这样），也不是obsolete data呀。

我就是不明白银行为什么不能trust政府的数据？而非要找那些appraiser出个报告？他们做的报告就那么可信？那么公正？
