As far as my understanding, for SS retirement benefit, 10 year/4

If his income for any year was more than 4000 dollars, he should earned 4 points. Talk to SS office to figure out. This is a web-based site: http://www.socialsecurity.gov/onlineservices/

As for pension, I don;t think he has. One thing to remind other folks who has a pension from their jobs--if you have a pension sponsored by government, your SS retirement benefit will be reduced. read this site:
