Permit fee is a few hundred to 1K, which is not a big problem. Construction $350, electric $350, and some more. Also needs a plan.
The problem is inspection. The normal procedure is to have a plan first, then start construction, then inspection during construction, then final inspection. Since it's already done, you'd have to rip out the dry wall to show the wiring, and frame. Another way is to have the original contractor to write a letter ascertaining the work is done up to code. So this is the real problem.
I have a garage converted to living room by previous owner. I asked about to get permit from county, but finally decided it's too much trouble to get one.
