出租房押金问题求助

我在佛州，有一新房出租給老印，租约规定房客负责草地浇水。可是她为了省几块钱水费，经常把浇水器关掉，为此跟她交涉多次。今年四五月时草地开始有点问题。她跟我抱怨租前没想到水费这么贵（夏天一百多），希望能降租金。我当然很不高兴，不过考虑到租赁市场不是很好，还是同意给她每月一百共四个月的补贴。可她还是会把浇水器关掉（下雨时）而忘了switch back。这个月前面草地变得残不忍睹，后面草地也开始显的很干。还未找人估价，可能要几百刀换前面草地。她现计划下月中搬走。请问换草地可否在押金里扣。另外，房子里不用说气味很重。可否请清洁公司来除味并在押金里扣。谢谢！
