I think you should be OK. 法官may let you reimburse that portion utility fee to that tenant. But shall not penalty you because you are not doing this on purpose. You can say I am still in the process to complete the project. It is 进行时, not 完成时!At most, it is your neglect.

JY is right, no matter how, on the day move out, that tenant must still own you something. either last month rent, repair cost etc. On the check out form, you can add one line to say: reimburse $$ to cover utility expense from when to when. Even the deposit refund check amount can be an evidence you reimburse that amount already.
