按规定应该pay it when you earned. If IRS make wrong assumptions

That the bonus is paid evenly. 楼主should argue it the first year but he didn't, so irs think they are right and follow him every year. If he want to ignore it the first year, then he should pay estimated tax per quarter with extra money.
