现在这个房子值不值？

上次来这讲了一个房子，维州老地主有长篇论述说不值得买，老地主经验丰富，俺觉得有理。现在这房子又出来了，现在情况如下，房子降价到十万8千，必须付现金，房子和邻居有建筑商留下来的地界不清的问题，所以银行不给这个房子贷款。房子砖面，7年新，部分地下室已装修，每年税2100，周围同样房子是15万，现在降价后有投资价值吗，可租到1150到1250，请各位大师小师们研究一下。谢谢了。
