打算seal roof vent， cement with mask taping还是jack flashing哪个好?

坐标南加州，今天来了两个roofer， 都是老莫， 说了半天我也没听太明白。 
一个是说， 加固现在的cement，外面用mask taping来seal。
另一个说， 用Jack flashing， 我Google了一下， 貌似要换掉现在的vent， 重新换成带金属底的，压在tile下面
这两个价格差别挺大，但是都可以接受。 
我想问应该哪种的seal效果好， 而且容易maintain?
