纽约还是加州更适合老人养老？

我家老人不会英语，只吃的惯中国餐，国内退休金有一些。

请问这种情况加州还是纽约更适合他们？现在都健康，我先打听好了我自己先搬去。他们来了先跟我住，以后肯呢个需要住养老院。

希望能：腿脚好的时候有人一块玩，腿脚不好之后有华人护工照顾，医疗和护工有政府兜底。

请问以上条件去哪里好？独生子女，国内养老不放心。
