It's complicated...

Used to be rated by the average SAT, number of AP courses offered...

Then there comes one component factor, how diversified the student population is...If it's too white or too yellow, you are bad..

And then comes another one, that rated the progress of these "diversified student" made.. Well, if they don't progress, the school gets a bad rating. 

So guess what, the schools will just give these special students A's ...
