The rent 10% every year to force the tenants give you the notice for moving out. AB1482 allow you to give 3 days notice for eviction if the tenants don't pay the rent.

2. For good tenants, don't increase the rent at present time. The rent market is soft now due to more rent units on the market because many planed sale houses are now for rent due to the owners keeping the lower interests they got previously. Waiting Increasing the rents when the rent market is stronger.
