请教地下室水管生锈问题（ 附图）

房子是1999年的， 租客发来照片， 说是地下室水管有锈， 倒是没有让我换或修， 只是告诉我一声的意思。 我不懂，这里行家很多，想在这里请教一下， 这个水管需要找人换或修吗？有潜在漏水风险吗？多谢了！
