关键是HOA document is not a contingency. 但是，如果因为TITLE company

要求不能过户，就是另一说了。

HOA document很多是FINANCIALL STANDING, INSURANCE, by law, etc.要是没有贷款限制，我的理解是对卖家伤害更大些。

因为要是有LAW SUIT,买家没有contingency，也不能退出，没有insurance，现金买房，不买保险也可以。。
