Dog fleas are easy to treat while cat fleas are nearly impossible, most people use foggers, they are fairly safe but tenants do need to leave the house for no less than 4 hours, and cover up any fish bowls.

Some DIY chemicals are banned in some states, lots of DIY pest control online stores you can buy from, eBay is also a good resource.

I use Tempo Ultra SC  or Temprid SC, both are good general overall DIY pest control chemicals, but again, you may want to check your state to see whether they allowed DIY or not.
