请教property tax base

根据加州 prop 19， 55 岁以上换房子可以用以前低的tax base,within 2 years.

能不能先买个退休房，然后再搬到出租房，住一年把出租房卖了， 把base transfer to 退休房。 这么做有什么毛病吗？
