遇到麻烦租客

烂租客先是去board of health告状让他们来查我的房子，让我修房子一堆大大小小的bug，然后烂租客就把security deposit要回去了，我决定把房子卖了，结果building department的通知让我给烂租客重新建一个2nd egress的梯子，我头疼死了，卖房子至今未果，agent也催我把单子上的都修了，烂租客六月就开始停止付房租了，原因是我没修完清单上的东西，什么世道，问了几个律师都不接我的case说我要把东西修完再考虑是否nonpayment eviction, 深蓝州的地主都不要活了，求安慰求建议
