No! it is a transfer between sheriff and the buyer! Have nothing to do with the bank and the owner. They are out! but the bid price will be paid according to waterfall model which bank and maybe owner (probably) will received also.

if it's a mortgage judicail sale, it's in the court, if it's power of sale, it could be anywhere, even on the street, or in an open area in front of the court.
