为什么我的犹太AGENT不敢提前抢房？

我这里房子火，一些房子在广告上登出 COMING SOON，还没到上市日，突然变成了 UNDER CONTRACT。

我要求我的犹太AGENT, 在广告上我看见喜欢的房子还没到上市日, 也去与 LISTING AGENT 沟通提前买。他说，那样违法，被发现后，会被罚款。

难道别的AGENT这么做，就不怕罚款？，
