Actually Medicare is getting better. Part D and Part C

are added because the long existing Part B no longer meet the needs of growing old aged groups.

But the government does not replace the original Plans because there are still people who prefer the traditional plans.

As your complain of 七老八十的还有那个精力和脑力盘算 - there are community helps for seniors.  On top of that, the American Seniors I know, have more 精力和脑力盘算 than I !  I think it has a lot to do with Education Background and their Social Circles, plus many really want  to find out how the system works.  Very few act like the Chinese, always prefer Hearsay than actually to figure out the truth themselves.
