Give him your insurance

and tell him find a plumber himself. 

Condo insurance is complicated.  Nobody can tell you if you are responsible.  Some HOA even have waiver of subrogation essentially means every insurance pays for their owner's damage and don't sue each other.  It's hard to say. 

Best way is treat this as a car crash, let him know your insurance and let him deal with it.
