Yes. The deposit makeup payment is due at the same time

as the first month rent in the renewal period. My state allows landlords to charge last month rent. At renewal,  our tenants are required to make up that amount to the new rent number. Last month and deposit payment is the leverage against tenant's default. They can be applied onto unpaid rent and court cost in the case of eviction, hence significantly reducing landlord's financial loss.
