New Loan: 259500 - Old Loan:  85000 = $ 174,500

Credit: 1811, Cash out: 170518

Actual Closing cost = 174,500 - 175018 - 1811 = 2171. 

2171 is too low for closing cost, I assume your old loan is not 85000 but 81000?
