请教，我应该sue 这个contractor 吗。

请教这里的大拿们：

2019年换房客，要求使用很久没用的wood burning fireplace.  就请了几个公司报价。要求inspect the fireplace, and propose any repairs needed to bring the chimney back to safe use.  最后接受了一家公司的报价。用heat shield to reline the chimney and some other repairs （ 图一）.  2019 二月完工 (total final cost $3565 )。结果换完，房客就怀孕生子。2019年冬天就基本没用。2020 换了房客。一直相安无事。前段时间告诉我，2020年冬天fireplace 每次用有大量的烟雾， 他们2021年年初一月份花了$199请了一个家公司做了检查，检查报告说fireplace need clean and improvement for safe use （图二）并给了一个proposal (图三）. 我当时十分奇怪。和房客商量后就决定再请一家公司看看。昨天这家公司检查完。报告还没出来，但检查人员电话告诉我chimney liner has some cracks and is not safe for use.  我提到前一家公司的heat shield lining. 检查人员说他知道这个技术，不适合我的chimney.  他建议重新用metal lining (大概5000-6000 刀）， 或者rebuild fire box with gas fireplace (大概5000 刀）。 我联系了以前那家公司。开始一直不搭理我。直到我说如果再不回应，我就请其他公司fix the problem sent them the bill.  他们就私下联系租客去看。但还没联系我。现在问题是:

1. 如果他们继续不联系我。我可以bring them to the small claim court 吗？ 不知道胜算如何，要求他们退还全部工程费用吗？以前的项目经理不在公司了。但公司还在。

2. 我需要再请一家公司拿third opnion吗。和新公司签合同时有什么要注意的

3.可以把两次inspection 的费用要第一家公司支付吗
