请教：换老的electrical panel， 新的panel 里面是这样的有什么问题吗？

看到旧的铝线还在里面，旁边还有裸露的粗
铝管(新换的)，铜线也有裸露的, 这样安全，合乎标准吗？是不是应该有塑料包皮？旧的铜

铝线有寿命期吗？旧的romex cable还能继续用吗？请的是有执照的公司，我的要求是换panel和rewire整栋房子。我们没有天天监工，过后才看到。谢谢！
