Personal liability in renter’s insurance in a condo building

这是一份常见的renter's insurance。在下面的几个例子中，对造成的landlord和邻居的condo单元的propert damages，租户保险公司里的这项100K的personal liability是会拒付的，对吗？

1）租户忘记炉子关火引起火灾 - negligence not covered
