出租房因为房客不小心失火，房东有责任给他们租

旅馆吗？ NJ tenant landlord 的法律没有这个要求。但是town tenant advocate dept 说房东要relocate 房客，包括房客的guests， subleaser， 还有 他们的宠物。 还有理可讲吗？
