I am not sure there is a specific hosuing code requirement. But, the landlord is supposedly responsible for the outdoor public area lights for multi-family. So, it's a good idea to have a house meter.


Most of landlords do not aware this, and do not have one. If there is no complains from tenents, then, there is no need to install one, since it does cost money.   The outdoor lights cost a very little electricity, so, most of the tenants do not care.

In addition, each State may have different policy on this, you should check with the local laws.

Finally, a small recommendation, when asking/dealing with technical/legal issues,  please do not intentionally use fake words, like 额 for 我. Someone could misunderstand the meaning of your questions.
