新的看房的吓跑了，该怎么办？
老房客住了俩年，抱怨很多次邻居，狗放在阳台叫个不停，车停我房客的位置上，狗差点咬了女儿，半夜三更声音很大，etc。我report给HOA，HOA说要我房客录像做记录，他们才可以发warning，房客怕了，不干，说搬走算了。（HOA怕惹官司，发warning一定要有证据，哎）
房子挺漂亮，木地板，granite counter top， 一zillow就很多人要看，我带去看，本来很想要租的人（没看房就申请了，信用800），还有一个在门口就说她不用看了，不想呆这样的周围环境里。我一问原因，这是其中两个回给我的：
The next door neighbors, was not the best first impression. You could see pipes and beer on there table, i wouldn't want that for my daughters to live next to that.
另一个：We didn’t like how there was dogs on each of side, i can’t imagine how loud they are and outside the townhome it smelled like dog poop, it was strong.
买了十年的condo，从来没碰到这样的事，HOA不肯官方警告，我就跟owner email了，他说好的好的我要agent跟tenant讲要他们注意，但他的tenant现在一点改变也没有，你也不能告他，他也没犯法。愁人。
现在该怎么办，是不是该卖了，HOA真的不管用吗？怎么跟owner去讲？
