请教一个驱赶房客的问题

一个独立房，白人母女房客，俩人名字都在lease 上。Month to Month lease. 二月份母女打架，女儿搬出， 母亲 lives on disablility, can only afford 50% rent. 从5月起房租分文未付。女儿搬出后未留地址联系不上。 请问 "3day pay or quit notice" and the "unlawful detainer" 是否可以只列母亲一人？Can I only evict the mother since the daughter is gone and nowhere to be found?
