Rational Basis Review

Government's economic regulation (e.g. rent relief) are treated as rational basis review, i.e. whether the government's actions are "rationally related" to a "legitimate" government interest.

Rational basis review basically means "If it passed the smell test,  it is okay".   The court will not over analyze it.
